Excerpt from the Conclusion:


“One of the first witnesses to be invited to appear before this Commission was Dr. Kenneth B. Clark, a distinguished and perceptive scholar. Referring to the reports of earlier riot commissions, he said:


I read that report. . . of the 1919 riot in Chicago, and it is as if I were reading the report of the investigating committee on the Harlem riot of '35, the report of the investigating committee on the Harlem riot of '43, the report of the McCone Commission on the Watts riot.


I must again in candor say to you members of this Commission--it is a kind of Alice in Wonderland--with the same moving picture re-shown over and over again, the same analysis, the same recommendations, and the same inaction.”

Address to the Nation

June 27, 1967


“ ... The only genuine, long-range solution

for what has happened lies in an attack

mounted at every level-upon the conditions

that breed despair and violence. All of us

know what those conditions are: ignorance,

discrimination, slums, poverty, disease,

not enough jobs. We should attack these

conditions-not because we are frightened

by conflict, but because we are fired by

conscience. We should attack them because

there is simply no other way to achieve a

decent and orderly society in America ....”


Excerpt from the Preface:


“That this report had to be written is a manifestation of a deep failing in our society, for many of the problems that it analyzes should have been solved by now. Had we, as a society, made a more timely and determined effort to solve them, the events that led to the establishment of this Commission might never have occurred.


Nor can we plead ignorance about the nature of these problems. The shelves of government offices and academic institutions are filled with studies that shed light on them and offer avenues for solutions. The question is whether we have the will to act.”

Kerner Summary

Due to the alarming number and violent nature of riots occurring throughout the US in the 60s, and particularly in 1967,  President Johnson and New Jersey Governor Hughes, both issued comprehensive studies about why these events occurred and what can be done to improve conditions in inner cities.  Note that the 1st Recommendation for National Action by President Johnson’s Civil Disorders report aka The Kerner Commission Report, is EMPLOYMENT.  Here are some report excerpts to view and download.
